You can open .CSV and other files with LibreOffice in two ways:

  1. You can double-click on .CSV file (or any other supported file) with left click mouse button. If you have installed LibreOffice on your Windows or Mac, the file will open successfully.
  2. By opening .CSV through the LibreOffice menu. To open the menu, launch LibreOffice, find the menu button and follow the instructions.
